Yes. As long as Facebook keeps spending on your creative, you keep climbing the tier ladder — and your bonus upgrades each time you hit the next tier. Once you hit the top ($60K spend / $3,000 bonus), that clip is capped. No per-editor cap, though — ship 50 clips, cap 50 clips.
Yes. One editor can submit to every live brand. Submit at your own pace — no minimum cadence, no streaks.

A mid-tier editor lands $1,000–$3,000/month. Editors with one or two winning creatives that scale to the $40K or $60K tiers stack to $5,000–$8,000/month — the bonus on each clip pays every week while FB keeps spending. No cap per editor — only per clip ($3,000 at $60K spend).
